The Greater Rural Opportunities for Women 2 (GROW2) project is funded by Global Affairs Canada (GAC) and implemented by the Mennonite Economic Development Association (MEDA). The GROW2 project is women-focused, driven by a strong market system approach, and fully integrates Gender Equality, Social Inclusion, Environmental Sustainability, Human Rights, Nutrition, and Innovation in its implementation. The Project will increase the economic and social empowerment of women farmers, entrepreneurs, and agribusinesses in the Northern, Savannah, and Upper West Regions of Ghana through increased productivity, and an improved business environment.
POSITION SUMMARY
MEDA seeks a qualified Impact and Knowledge Measurement (IKM) Manager for the GROW2 project, which focuses on economic and social empowerment of women farmers, entrepreneurs, and agribusinesses in Ghana's Upper West, Savannah, and Northern Regions.
Based in Tamale, the IKM Manager will coordinate all IKM activities, build a results-oriented culture, and oversee monitoring and evaluation systems implementation. The role includes managing the Marketing/Communication Officer, IKM Officers, and IT/Database Specialist while working closely with MEDA's WACA Regional IKM Lead. As part of the senior management team, the manager will collaborate with functional managers to drive project success.

POSITION RESPONSIBILITIES
Project MIM Systems & Processes
- Design and maintain the project's Performance Measurement Framework (PMF), including development of data collection tools and monitoring schedules in consultation with the Country Project Manager
- Lead the implementation of IKM procedures, creating support materials and templates while facilitating staff training to ensure consistent understanding across teams
- Build team capacity in data analysis and interpretation, ensuring insights directly inform programming decisions
- Oversee preparation of monitoring and evaluation reports, incorporating narratives and visual data presentations for MEDA HQ and donor requirements
- Compile and submit monthly, quarterly, and annual reports while supervising the development of project newsletters
- Synthesize findings into actionable insights about best practices and trends for stakeholder communications
- Identify and address knowledge gaps in value chain, ECC, and GESI work to enhance project effectiveness
- Evaluate partner performance and consolidate lessons learned to improve future activities
- Establish channels for reflection and feedback to promote strategic knowledge sharing throughout the organization
Survey Design and Implementation
- Lead the design, organization and implementation of project studies/surveys including baseline and annual studies, using appropriate research methodologies and tools.
- Design and build electronic data collection forms for the effective collection, storage, retrieval, and analysis of data.
- Lead the analysis and reporting of results from project studies using appropriate data analysis software and visualization tools to provide insights on project’s progress towards its outcomes.
- Contribute to the design and development of project tools and plans for project evaluation, including mid-line and end-line evaluation studies in collaboration in consultation with the CPM and other project leads.
- Manage individual consultants as well as consulting firms in case if the surveys are to be performed externally, in terms of guidance in designing tools, provision of relevant documents and data and monitoring their timelines vs. progress.
- Track and ensure financial disbursements made to IKM consultants and/ or consulting firms are backed by appropriate contracts and supporting documents.
Capacity Building
- Lead IKM capacity development processes including identifying capacity-building needs and providing/facilitating training and other capacity building activities to staff and partners, working with technical advisors and department heads.
- Strengthen capacities of project partners and other stakeholders in carrying out day to day process monitoring of their project’s activities.
- Inculcate a culture of participatory monitoring of activities carried out by the Key Facilitating Partners (KFP) staff through field visit and observation as well as by reviewing activity reports.
- Liaise with MEDA Corporate and West and Central Africa Regional staff, project staff, project partners and other stakeholders to develop a set of performance indicators and monitoring plans that reflect the project strategy and to ensure the availability of necessary data for project activity areas.
- Train project staff, partners, and other stakeholders in proper maintenance of the project data, through a database management system, for prompt reporting as and when required.
- Ensure data quality by holding review meetings with project staff, partners and other stakeholders periodically.
Line Management
- Supervise the activities of the Marketing/Communications Advisor, ensuring there is an integrated marketing strategy for documenting, reporting, and communicating project activities and achievements through the appropriate mediums, including social and traditional media, and the release of quarterly newsletter.
- Provide line support and guidance to the IT/Database specialist in ensuring there is an effective database system for storing and managing project data as the foundation for generating appropriate reports to track progress towards achieving project outcomes and results.
- Coordinate and provide technical support to KM Officers to ensure they effectively understand the project’s monitoring, evaluation, research and learning systems to provide timely and accurate project data to feed the systems, and to create, capture and share project knowledge.

REQUIREMENTS
Personnel management
- Manage the performance of the GROW2 project GESI specialist in accordance with MEDA's policies, procedures, and values;
- Contribute to a healthy work culture and environment for the staff team.
Job Qualifications
Education: Advanced qualifications (ideally with a master’s degree) in social sciences preferably in gender and/or youth studies and/or human rights, sociology, or other relevant disciplines.
Experience: A minimum of five years of experience on development issues, including at least three years managerial experience, including in the design, monitoring and evaluation of projects with gender and youth issues.
Technical: Computer skills: Microsoft Office applications, especially Excel, Word, Experience in, Access, SharePoint, Microsoft Teams economic development and value chain projects with direct experience working in rural communities with women. Knowledge of gender theories and practices.
Additional Qualifications
- In-depth understanding and knowledge of the project Logic Model, Theory of Change and Performance Measurement Framework.
- Understanding and appreciation of business principles, international development and the approach of creating business solutions to poverty.
- Experience with/knowledge of innovative impact assessment approaches such as rapid assessments, participatory evaluation, etc.
- Demonstrated staff management experience.
- Excellent computer skills and demonstrated aptitude at integrating information technology and automated data collection systems into programming.
- Strong knowledge and understanding of data collection tools (e.g., ODK, Kobo Collect), analytics and statistical softwares (e.g., Power BI, Stata), as well as management platforms (e.g., CRM or similar systems)
- In-depth experience in utilizing gender equality and social inclusion sensitive indicators and measures.
- Fluent in written and spoken English and local languages spoken in northern Ghana.
