About the Position
This position is open only to:
(1) Current Montgomery County Government employees;
(2) Montgomery County employees who were affected by reduction-in-force and currently have RIF priority rights;
(3) Active Montgomery County local fire and rescue department volunteers with at least 50 points under the length of service award program; or
(4) Active Montgomery County Customized Employment Public Interns, QUEST Interns, Project SEARCH Interns or former Montgomery County Customized Employment Public Interns, QUEST Interns, or Project SEARCH Interns within 24 months of completion of internship.
The salary range for this role upon hire is $84,694-$130,181. WHO WE ARE
The Office of Human Rights is the agency in Montgomery County Government that protects the civil rights of the people who live and work in the county. Weinvestigate and resolve complaints about unfair workplace practices and discrimination in employment, real estate & housing, and public accommodations (services and transactions offered to the public). In performing our enforcement responsibilities under County Code Chapter 27, the Office manages approximately 1,000 inquiries and 250 investigations annually.In partnership with the Human Rights Commission, the Committee Against Hate Violence, the Commission on Remembrance and Reconciliation, and the Interagency Fair Housing Coordinating Group, we work to promote equal opportunities through outreach and educationalactivities, like the Friendship Picnic, the Human Rights Hall of Fame, and the Human Rights Diversity Camp.
WHO WE ARE LOOKING FOR
The Office of Human Rights is seeking to fill an Investigator III positionfor our team in Rockville, Maryland. We are looking for ahighly qualified and experienced professional with an extensive background in conducting intake interviews, preparing and processing complaints, investigating allegations, analyzing the evidence, and resolving casesregarding a variety of alleged violations of Montgomery County Code 27’s worker protection and anti-discrimination laws.

What You'll Be Doing
Investigators work on behalf of constituents who believe their rights in the workplace have been violated, or they have experienced discrimination in employment, housing, or business transactions. Investigators support the mission of the Office of Human Rights to enforce labor and anti-discrimination laws within Montgomery County, MDto support an equitable and inclusive community.
Key responsibilities include:
- Conduct interviews and meetings with parties, counsel,and witnesses,
- Assess, accept,or reject reported allegations based on Montgomery County Code’sChapter 27 requirements,
- Draft, edit, and finalizenarratives of allegations and charging documents,
- Inform all parties of their legal rights, obligations, and Montgomery County’s processes,
- Investigate allegations of violations of the Montgomery County Code’s Chapter 27,
- Develop strong written discovery communications,
- Analyze and write agency decision based on documented evidence,
- Monitor and manage assigned caseload through databases,
- Liaise with partner agencies to review impacts of proposed legislation and regulations,
- Prepare case records for administrative review, hearing, or court proceeding,
- Review and revise customer-facing public information materials and communications, including the County’s website.
Minimum Qualifications
Experience: Four (4) years of experience in an investigatory capacity directly related to investigations.
Education: Graduation from an accredited college or university with a Bachelor's Degree.
Equivalency: An equivalent combination of education and experience may be substituted.

- Perform comprehensive legal research and advanced analysis
- Conduct thorough investigations in response to constituentcomplaints

- Effectively progress multiple cases simultaneously
