The Trócaire Lebanon and Syria Response works through local partners and focuses on delivering an integrated humanitarian response that includes the provision of basic, livelihood, and protection assistance and the strengthening of the social cohesion of the local communities. As a partnership agency, Trócaire works with a portfolio of local partner organisations to strengthen their capacities to deliver humanitarian assistance in a way that ensures compliance with international standards.
Trócaire is recruiting a Project Coordinator based in Syria (area TBD) to support managing the partnerships with local partner organizations including: representation and coordination, capacity strengthening, coaching and mentoring of local partners, overseeing the implementation of active projects and ensuring compliance. The Project Coordinator will also support the development of new programmes. In coordination with Basic Assistance and Livelihoods Manager (BALM), the Humanitarian Response Manager, and the Head of Programmes, the Project Coordinator will be expected to provide close support and accompaniment to partners in the management of ongoing programming – a role which requires excellent project management, communication, coordination, planning, monitoring and evaluation, and reporting skills – as well support in partnerships management and the development of new programme opportunities.
As Trócaire works in partnership, this role will include accompaniment to local organisations, as well as building strong relationships with partner organisations and other relevant stakeholders, including humanitarian agencies and networks. The post holder will liaise closely with relevant counterparts from partner organisations, ensuring high levels of programme quality, effective project management and compliance with donor requirements; while strengthening Trócaire’s capacity to support and mentor partner staff, providing technical/administrative support in every aspect of project management, organising, and facilitating trainings for partners.
Key Responsibilities
Project Management
· Support partners in kicking off projects and developing project work plans in line with the agreed scope and scale.
· Ownership and leadership of timely start and effective delivery of Trócaire’s work plans for the related ICSP funded projects in Syria, in line with the agreed project locations, scope, and activities.
· Support the BALM and contribute to setting and implementing program work plans in line with the Trocaire’s approach and project scope.
· Collaborate with the Program Manager (PM)s to develop and refine program approaches tailored to the Syria context, ensuring partner activities are strategically designed and effectively implemented in alignment with program objectives and contextual needs. Working with the Trócaire peers and colleagues from other units to support partners with the preparation of timely and quality consolidated donor reports for the various project outcomes.
· Support and provide input to the PM in the review of the partner budget expenses against project progress as per the reporting requirements and plans.
· Ensure that partners maintain up-to-date budget forecasts and adhere to them accurately, promoting effective financial planning and management.
· Conduct regular field visits to partner project locations, with the support of line, and MEAL Manager, to assess activities on-site.
· Develop comprehensive field visit reports highlighting key observations and actionable recommendation and and ensure these are incorporated into the ongoing implementation process.
· Ensure that the agreed monitoring and evaluation (M&E) tools are in place and properly used by the partners.
· Facilitate robust and regular monitoring of activities and track progress against relevant results frameworks, ensuring alignment with program objectives. Support in conducting or analysing findings from the evaluation of project activities, documenting lessons learned through case studies and reflection workshops.
· Support the development of new projects through providing input, analysis, and proposed activities.
· Keep abreast and inform Trócaire team of latest developments in the working context and trends, and support revisions to link Trócaire’s approach to best practice in the sector.
· Support and provide inputs to the PM in the design, development of new projects, and funding proposals.
· Support in the design and rollout of new projects in the allocated locations and other fundings scopes
· Join Program meetings as planned, required and relevant.
Partner Relationship and Capacity Strengthening
· Coordinate with the Capacity Strengthening Unit to ensure that partner capacity-building actions are designed and executed effectively and in alignment with the agreed-upon plans and timelines.
· Foster a relationship of accompaniment, close mentoring, and mutual respect with Trócaire’s implementing partner organisations. Organise and facilitate (as appropriate) training and accompaniment for partners in various areas in line with the country approaches.
· In coordination with the capacity strengthening unit, support the development and implementation of capacity building plans, SoPs, and constructively support partners’ technical capacity. For example, Humanitarian PCAS tool and standards for relevant programming
· Support the review, provide critical feedback on, and support the revision of manuals, guidelines, training materials and other outputs relating to partner capacity strengthening, ensuring quality control and implementation.
· Produce needs and in-depth situational analysis related to the working context and providing analysis to further influence projects with partners and ensure strategic relevance and responsiveness to evolving needs.
· Support in the submission of timely qualitative and quantitative reports, case studies, lessons learned and as relevant and required.
Representation, Coordination and Networking:
· Help to build and maintain professional relations with relevant organisations including Caritas, UN working groups, humanitarian organisations, and donors as appropriate.
· Support scoping and assessing new partners in the working context, in line with the Trócaire approach and requirements.
· Represent Trócaire in relevant sector working group and coordination meetings.
Other:
· Fulfil other reasonable duties and responsibilities, as requested by the PM and senior management.
· Respond to internal Trócaire requirements, such as developing communication materials, as required.
· Contribute to the revision/updating of Trócaire’s Syria Response Strategy.
Qualifications:
· University Degree in Law, Political Science, Humanitarian or Development Studies, International Relations, Project Management, Social Sciences.
Essential Requirements
· At least 3 years’ experience in the delivery of humanitarian programmes, including experience working in insecure or unpredictable environments. Experience in cash programming, protection, Social Cohesion, and livelihoods are an asset
· At least 2 years’ experience in project and partnership management and ability to work through a local partnership model
· Programme cycle management experience, including experience in programme/proposal development, results-based management, work planning and other aspects of grant management
· Experience implementing Institutional Donor Funding (IF)
Skills:
· Knowledge and understanding of humanitarian issues, particularly those related to the humanitarian crisis in Syria.
· Knowledge of minimum standards in humanitarian programming, including Sphere, HAP and those for protection mainstreaming.
· Excellent understanding and experience of project cycle management and methods of assessment that prioritise community participation.
· Ability to support and build capacity of partner organisations.
· Strong communication, facilitation, and training skills.
· Strong understanding of financial management systems and budget monitoring and reporting.
· Excellent understanding of Monitoring & Evaluation processes, as well as of accountability requirements – both to donors and affected communities.
· Excellent analytical, planning, and organisational skills, including ability to show initiative and take responsibility, set priorities, manage work plans and evaluate progress.
· Demonstrated capacity for team work, remote management and coordination.
· Fluency in Arabic and excellent written and spoken English.
· Solid IT and data entry/analysis skills – especially in the use of Excel and PowerPoint.
· Highly developed relationship, negotiation and interpersonal skills.
· Excellent communication skills, both oral and written to team members and partners.
· Able to work independently while being a strong team player.
· Strong ability to multi-task and respond to unanticipated requests quickly.
· Ability to perform essential functions under stressful and changing conditions and represent the department in a professional manner.
