1.Job
Purpose
The
Apprenticeships Programmes and Systems Manager will be responsible for managing
and developing systems and processes for the Senior Leadership Apprenticeship
and other degree-level programmes. The role focuses on ensuring compliance with
ESFA and Ofsted requirements, developing the systems for the effective
administration of the level 7 programmes, and acting as the main contact for
employers and learners. The manager will take a lead in the development and
implementation of fully integrated Apprenticeships and LMS system, such as
Aptem.
2.Key
Responsibilities
2.1
Compliance and Process Improvement
·Review
and update all systems and processes to meet ESFA and Ofsted compliance
requirements.
·Lead
the development and implementation of compliance requirements for level 7
programmes.
·Take
a lead on working with a systems supplier to develop and implement a single
Apprenticeships management and LMS system, to be ready by end of November 2024
for the first cohort of learners starting in January 2025.
2.2
Employer and Learner Engagement
·Act
as the Account Manager for all employers sponsoring employees in NCA Apprenticeships
programmes.
·Provide
information, advice, and guidance to potential employers and learners.
·Engage
with employers to monitor learners' progress and completion.
2.3
Principal Objectives
·Meet mutually agreed monthly targets for the
implementation of the Aptem Apprenticeships MIS and LMS and its continuing
development.
·Training other NCA staff to maximise the
effective use of Aptem.
·Training and supporting academic tutors and
learners to use the system.
·Successfully use the system to meet EFSA and
Ofsted requirements and submitting monthly funding claims.
2.4
Compliance with Funding Rules via a new system
·Stay
updated with ESFA funding rules and guidelines.
·Ensure
all apprenticeship programmes meet the ESFA’s eligibility criteria.
·Maintain
accurate records and documentation to demonstrate compliance with funding
requirements.
·Submit
funding claims accurately and on time.
2.5
Data Management and Reporting
·Manage
the Individualised Learner Record (ILR) submissions to the ESFA.
·Ensure
data accuracy and integrity in all reporting systems.
·Monitor
and analyse apprenticeship data to ensure compliance and performance targets
are met.
2.6
Quality Assurance and Improvement
·Implement
robust quality assurance processes to meet ESFA and Ofsted standards.
·Conduct
regular internal audits and self-assessments to identify areas for improvement.
·Develop
and maintain a Quality Improvement Plan (QIP) based on audit findings and
feedback.
·Ensure that all tutors assessors are
proficient at using Aptem for delivery of teaching, learning, and assessment materials
and in monitoring learner engagement in the learning processes.
2.8
Safeguarding and Prevent Duty
·Implement
safeguarding policies and procedures to protect apprentices.
·Ensure
staff and apprentices are aware of and adhere to safeguarding guidelines.
·Fulfil
the Prevent duty by promoting British values and preventing radicalisation.

Monitoring and Evaluation
·Regularly
evaluate the effectiveness of apprenticeship programmes.
·Use
feedback from apprentices, employers, and staff to make improvements.
·Monitor
key performance indicators (KPIs) and take action to address any areas of
underperformance.
2.9
Inspection Preparation
·Prepare for Ofsted inspections by ensuring
all documentation and evidence are up-to-date and easily accessible for
assessment of compliance with rules and regulations.
·Conduct
mock inspections and provide staff training to ensure readiness.
·Address
any actions or recommendations from previous inspections promptly.

Partnership Management
·Support
and work with Engagement and Placements Manager to build and maintain strong
relationships with employers, training providers, and other stakeholders.
·Collaborate
with employers to ensure apprenticeship programmes meet their needs and
standards.
·Engage
with external quality assurance bodies and awarding organisations.
2.11
Collaboration and Teamwork
·Work
closely with the Apprenticeships Director, Curriculum and QA Lead, Engagement
and Placements Manager, Programmes Administrator, and NCA support team.
·Collaborate
with the Apprenticeships Systems and Virtual Learning Environment (VLE)
partner, teaching staff, internal assessors, and external verifiers.

Qualifications
·First
degree or equivalent (essential) and or Masters/professional qualification
(Desired)

Experience
·Knowledge
and experience of managing apprenticeships provision and working with tutors
and assessors.
·Experience
in quality assurance processes and maintaining compliance with regulatory
standards.
·Experience
of working with an online apprenticeships MIS and ability to work with developers
to create a system to meet NCA needs and requirements.
·Familiarity
with government-funded apprenticeships and engaging with employers.
