Job Description

This position leads that teams providing basic needs, street outreach, medical, housing, youth/young adult services. She/he will be responsible for development, management and supervision of human services programs including personnel in designated areas. The position reports directly to the Chief Mission Officer but will require effective interaction with participants, community resources, staff members, volunteers, and other agency representatives. The position also includes coordination appropriate community services to facilitate client success.

Essential Functions

• Directly supervise program staff assigned to Humna Services Programs including youth/adult shelters and recovery/reentry housing. Ensure that duties performed by staff comply with HGI policies and procedures and accreditation standards.
• Act as liaison with local service providers, referral, funding, and potential funding sources, such as DCHD, HUD, Juvenile Services, Board of Education, etc. to cultivate positive working relationships in the communities where personnel or programs are supervised.
• Monitor individual program participant progress via regular staff meetings, database audit, etc.
• Develop and respond to funding opportunities in order to sustain and maximize assigned programs and services.
• Perform screening, intake, and orientation functions with applicants in the region to ensure compliance with Housing and Urban Development, Homeless Management Information Systems, and Coordinated Entry requirements. And to facilitate client/exit entrance into appropriate programs and services.
• Monitor or administer program grants. Ensure access to new and available streams of funding in assigned programs and services to maximize opportunities for clients served.
• Travel through-out Horizon Goodwill’s Central territory to market agency services, supervise assigned staff, participate in, or facilitate trainings, attend designated meetings and other activities necessary for the effective management and functioning of Housing services/programs.
• Chief Missions Officer in the research and development of human services programming in the under-served parts of the Horizon Goodwill territory.
• Coordinate the Human Services functions with other Horizon Goodwill departments and operations and support functions to ensure good communication and services.
• Maintain all relevant program participant records, case notes and other documentation including attendance records and progress reports. Responsible for additional auditing and monitoring of client database system, Paycom and Homeless Management Information System (HMIS).
• Provide input and monitor departmental budgets.
• Research and recommend relevant in-service training for Housing Services and other Mission Division staff.
• Monitor changes in applicable accreditation standards and licensing regulations, and ensure agency operates in compliance with those standards and regulations relative the funding sources and state requirements for compliant, effective delivery of Housing Services. Assist with preparation of required licensure or accreditations

• With Human Services staff, work to develop new program participant resources, identifying community needs and implementing appropriate programs and services for the agency.
• Represent the Chief Mission Officer at civic and service-related functions as requested.
• Establishes procedures for this department and provides for training and monitoring compliant with those procedures to ensure annual updates and distribution to all Division personnel.
• Participate in trainings to develop own professional and managerial skills, which includes maintenance of all necessary professional credentials.
• Work independently using initiative, creativity and flexibility in meeting participant needs while preserving their dignity.
• Complete monthly progress reports and submit fee-for-service invoices as directed.

Education and Experience

• Bachelor’s Degree in human services and 2-4 years’ experience working with individuals/families experiencing or at risk of homelessness.
• Additional experience may be used as a substitute for educational requirement.
• Valid driver’s license and access to a vehicle on a continual basis.
• Experience providing holistic case management services.
• Experience interacting with volunteers.
• Knowledge of Social Services networks in the HGI territory.
