Resource Development Manager

Palestinian non-profit organization working across the West Bank and Gaza
Strip.

Since its establishment in January 1989,
MA’AN has implemented a wide range of development and humanitarian
interventions focused on resilience, protection (food security, shelter, WASH
& psychosocial support), agriculture & natural resources, youth &
women economic empowerment, environmental & climate justice, and community
development.
Position Overview:
The Communication and Resource Development
Officer plays a key role in supporting MA’AN’s strategic growth through the
development of high-quality project proposals, strengthening partnerships with
donors and stakeholders, and ensuring organizational compliance with donor
requirements. The role entails close coordination with program and project
managers, active engagement with partners and donors, contribution to
institutional reporting, and maintaining up-to-date documentation for due
diligence and audits.
Key Responsibilities:
1. Proposal Development and Fundraising:
·Lead
the development and writing of high-quality project proposals, concept notes,
and expression of interest in full cooperation with program and project
managers.
·Identify,
monitor, and share relevant funding opportunities from bilateral, multilateral,
foundation, and private sector donors.
·Coordinate
with the finance and MEAL departments to ensure the inclusion of sound budgets
and M&E frameworks.
·Maintain
a pipeline of potential funding opportunities and a comprehensive database of
submitted proposals, deadlines, and donor feedback.
2. Donor and Partner Relations:
·Serve
as a focal point for communication with existing and prospective donors,
embassies, and international NGOs.
·Support
the Director General and program team in preparing for and participating in
donor meetings, partner forums, and networking events.
·Follow
up on submitted proposals and inquiries, and update the internal system
accordingly.
·Draft
and review donor correspondence, presentations, and briefs as needed.
3. Networking:
·To
identify and create new strategic partnerships.
·To
expand MA’AN’s relations with international and local NGOs and Governmental
bodies.
·To
represent MA’AN in local and international networks and clusters, based on the
delegation from the Director General.
4. Due Diligence and Compliance:
·Compile,
update, and submit all organizational documents required for donor due
diligence and partner onboarding.
·Ensure
compliance with donor regulations, contractual obligations, and internal
policies in coordination with program, finance, and procurement departments.
·Monitor
grant agreements, contracts, and MoUs to ensure alignment with project
implementation and reporting.
5. Communication and Visibility:
·Support
the organization’s communication strategy by developing content for
institutional publications, websites, newsletters, social media, and visibility
materials.
·Work
with program teams to gather success stories, human-interest stories, and media
content.
·Represent
MA’AN in coordination platforms and relevant external meetings to enhance the
organization’s profile.
6. Reporting and Documentation:
·Coordinate
the preparation of annual institutional reports in collaboration with the MEAL
department.
·Assist
in drafting interim and final donor reports to ensure timely, accurate, and
high-quality submissions.
·Maintain
accurate and organized documentation of all proposals, reports, donor
guidelines, and correspondence.
Requirements
Qualifications and Requirements:
• BA in international
development, communications, public relations, or a related field. A master’s
degree is an asset.
•Minimum 5 years of
experience in resource mobilization, proposal development, or donor engagement
in the development or humanitarian sector.
• Proven experience
in writing successful proposals for major donors.
• Strong
understanding of donor compliance requirements and due diligence processes.
• Excellent written
and spoken English and Arabic, with demonstrated experience in producing
reports and communication materials.
• Strong
interpersonal and communication skills and the ability to work under pressure
and with tight deadlines.
• Highly organized,
detail-oriented, and proactive in problem-solving.
