Technical Project Manager
Safal Partners is seeking an experienced and results-driven Technical Project Manager to lead a modern, user-centered digital system initiative for a federal client. The ideal candidate will have proven expertise in Agile software development, including hands-on experience delivering software using Agile/Scrum methodologies, leading cross-functional teams, and supporting enterprise-level web applications. This role requires direct client-facing experience with large stakeholder groups and a strong track record managing multiple Scrum teams on complex technology projects or federal contracts. Candidates must hold active PMP and Agile certifications. This position demands a commitment to transparency, quality, and continuous improvement to deliver a secure, accessible, and adaptable platform that supports our client’s long-term goals.
Duties and Responsibilities:
- Lead the planning and execution of software development projects using Agile/Scrum methodologies.
- Collaborate with internal teams and external stakeholders to define project scope, timelines, and budgets.
- Manage day-to-day project operations, ensuring deliverables are completed on time, within scope, and within budget.
- Oversee multiple scrum teams, facilitating Agile ceremonies and promoting continuous improvement.
- Develop and maintain detailed project schedules, milestones, and resource plans.
- Monitor project risks and implement mitigation strategies to ensure successful outcomes.
- Ensure compliance with federal policies, procedures, and regulatory requirements.
- Produce high-quality deliverables including reports, presentations, and documentation for internal and client use.
- Track project expenditures and manage budgets to ensure financial accountability.
- Maintain accurate and up-to-date project documentation and reporting dashboards.
Required Qualifications:
- Bachelor’s or Master’s degree in project management, Software Development, Information Technology, or a related field.
- 10+ years of experience in project/program management with a strong focus on Agile/Scrum software development (Must have minimum of 3 years of experience managing Agile software development projects).
- PMP and Agile certifications (CSM, PMI-ACP, or equivalent) are required.
- Proven experience leading cross-functional Scrum/Kanban teams to deliver enterprise software solutions.
- Experience managing multiple scrum teams on large-scale federal or technology projects.
- Strong client-facing experience and stakeholder management skills.
- Strong leadership and management skills, with the ability to inspire and motivate team members.
- Excellent communication and interpersonal skills.
Preferred Qualifications:
- Familiarity with education policies and federal regulations is a plus.
- Strong analytical and problem-solving skills.
- Ability to thrive in a fast-paced, collaborative environment.
- Proficiency in Microsoft Office and project management tools (e.g., Jira, Asana, Smartsheet).
