Position Summary
This position is responsible for overseeing and managing all aspects of a supportive housing program. This role provides leadership in the implementation and administration of housing-first, trauma-informed, and client-centered services, ensuring that supportive housing goals are met in alignment with best practices and funding requirements. The Program Manager will supervise staff, coordinate services with internal and external partners, oversee program compliance, manage budgets, and ensure the effective delivery of wraparound support services to promote housing stability and improved quality of life for program participants.
Essential Duties & Responsibilities (inclusive but not exhaustive):
Program Management
- Work collaboratively with all internal Caritas programs for the benefit of Espero clients.
- Implement very clearly defined professional boundaries between employees and clients.
- Address program compliance issues with clients and provide guidance and support to the case managers on how to address these issues.
- Work collaboratively with property management to ensure prompt and appropriate resolution of client issues, such as lease violations and become familiar with entire lease packet and all applicable guidelines and policies.
- Ensure program compliance with grant requirements. Assist in grant reporting and monitoring by funders.
- Internal monitoring of client files through file and case reviews.
- Prepare and analyze program reports.
- Comply with all budget requirements and participate in budget meetings as required.
- Ensure clients understand the grievance process and provide staff with guidance in addressing client grievances.
- Ensure that relevant client services data is entered accurately and timely into HMIS per internal policies.
- Work collaboratively with the Caritas Community Pantry Coordinator about Espero pantry needs. Ensure that Espero staff adhere to pantry policies and procedures.
- Assist Housing Director in developing effective case management and support services in keeping with Caritas policies and procedures.
- Foster partnership with property management, service providers and community agencies to strengthen housing and service network.
- Respond to client and staff crises as appropriate, promoting a safe and supportive environment.
- Coordinate services that promote housing stability, health, and self-sufficiency for individuals.
Supervision
- Assist Housing Director in hiring Espero staff. Adhere to Caritas hiring policies and procedures.
- Supervise case managers and peer support specialists.
- Adhere to performance evaluation policies and procedures.
- Identify and support professional development and growth of supervisees.
- Ensure staff participation in the Case Management Institute, CONVENE, and Caritas Continuing Education classes.
- Assist Housing Director in developing work schedules and delegating assignments appropriately.
- Maintain effective and appropriate communication with all supervisees, staff, and community stakeholders.
- Maintain regular supervision schedules with staff.
- Support case management staff in problem-solving, administrative duties, and crisis intervention.
Leadership and Organization Support Functions
- Participate in agency and community planning and training.
- Create standard for staff participation in Caritas events with Director approval.
- Create staggered work schedules for staff during holidays with Director approval.
- Comply with administrative procedures, reporting, and record keeping policies.
- Embrace Caritas values and lead by example.
- Collaborate with other staff to ensure inter- and intra-departmental cooperation and coordination, especially bridging client transition from short-term to long-term services.
Other Duties
- Develop an approved plan for professional development.
- Perform other duties as assigned by Housing Director and/or Chief Programs Officer.
- Treat clients, staff, and the general public with courtesy, respect, and professionalism.
Qualifications:
Education
- Required: Bachelor’s degree from an accredited college or university with a major is Social Work (BSW).
- Required: Master's degree in Social Work. (MSW)
- Preferred: Licensures: LMSW/LPC/LCSW/LCDC
- Required: Prior training in de-escalation and crisis management.
Experience
- Required: Minimum three years of experience working with people living with mental health disorders, substance use disorders, people who have experienced homelessness, and/or people living with disabilities.
- Required: Minimum three years’ leadership and management experience.
- Preferred: Experience working in HMIS database.
- Preferred: Experience working in supportive housing programs.

Travel
- Valid Texas driver’s license, ability to drive and have reliable transportation; traveling to multiple locations
Salary/Benefits:
- Base Salary Range: $56,278-$73,856
- The final salary offer will be determined in accordance with Caritas of Austin’s salary guidelines, based on the candidate’s education and experience.
