Job Description Summary:
Reporting to the SVP, Head of Property Management. the Community Safety Planning, Director will bring new approaches to improving community, resident and employee safety at ECD communities. They will lead the development and implementation of community-based programming that will engage residents and the community to improve resident safety and upward mobility. They will play a central role, working across Enterprise to implement innovative and evidence-based safety strategies that add to traditional law enforcement approaches.
The ideal candidate will bring a passion for our mission, substantial experience in program development/ strategic planning, and a demonstrated ability to work in partnership with law enforcement and community organizations to execute innovative safety programs.
Responsibilities:
Pilot Programming at Individual Housing Developments to provide proof of concept and add to evidence base
- Design and implement comprehensive community-based public safety strategies at select ECD-owned communities
- Oversee problem analysis and asset mapping around ECD communities to inform small-scale physical and programmatic investments
- Gather input from residents and property managers on public safety challenges
- Analyze and compile crime data and any other relevant safety information around properties
- Conduct site assessments of pilot properties
- Based on problem analysis at individual properties, advise the Director of Security on updates needed to existing security plans and identify opportunities incorporate innovative strategies into existing security protocols, and physical investments
- Based on problem analyses at individual properties, develop a community safety plan to include:
- Community engagement strategies and feedback mechanisms
- Opportunities to integrate conflict mediation, violence interruption, or other relevant programs as alternatives to traditional security measures.
- Partnerships with community-based organizations that provide services that address high-risk behaviors (e.g. parenting supports, substance abuse, education and truancy, employment and training opportunities).
- Other interventions as identified with research and partners
- Conduct regular site visits at pilot properties to assess program effectiveness and gather insights
- Create feedback mechanisms with residents to ensure their voices are central to safety initiatives
Internal Strategic Planning and Advisory to identify innovative opportunities for improving safety across the development process
- Lead the process of defining and redefining "safety" within the context of our communities, ensuring a holistic and resident-centered approach
- Develop strategies to drive cultural change in how we create safe communities, moving beyond traditional policing models to more inclusive, community-driven approaches
- Collaborate with Asset Management, Property Management, Resident Services, and Real Estate Development to ensure integrated and effective safety initiatives across our portfolio
- Develop new outcome measures to assess the effectiveness of community-based public safety initiatives
- Use crime data and other relevant metrics to inform strategy and measure program effectiveness
- Provide regular reports and presentations to senior leadership and the Board of Directors on progress and outcomes
- Facilitate internal discussions and training sessions to promote a shared understanding of community safety and its importance in our work
External Field Building to position Enterprise as a leader at the intersection of affordable housing and safety
- Represent Enterprise at national community policing, community violence intervention, crime prevention, and other relevant convenings.
- Partner with the Partner Sustainability Steering Committee to share learnings with the broader affordable housing sector.
- Build and maintain partnerships with police departments, government agencies, philanthropy, and community-based organizations
- Stay informed about best practices, research, and innovations in community-based public safety strategies
- Share learnings and best practices with the broader field through publications, presentations, and other channels
- Advocate for a more comprehensive and equitable definition of safety in public discourse and policy discussions
Sustainability Planning to ensure long-term funding streams and policies to support this work
- Explore and implement strategies to institutionalize the new approach to community safety within our organization and the broader affordable housing sector
- In collaboration with Resource Development, Marketing and Communications (RDMC), develop new funding strategies to support community-based public safety efforts
- Work with Director of Security to review existing security budgets, seeking innovative ways to maximize impact while optimizing costs at pilot properties
- Advocate for policies that support and fund community-based public safety initiatives
- Build relationships with potential funders to ensure long-term sustainability of programs
- Stay current on private and public grant opportunities; prepare and submit funding proposals in partnership with RDMC.
Supervisory Responsibilities:
This position has no supervisory responsibilities.

- The base salary range for this role is between $110,000 to $140,000 per year depending on level of skills and experience.
- The salary range for this position is represented by the low and high end of the range for the amount to be paid for the position. Salaries paid at Enterprise will vary based on factors that may include skills, education, location, experience, and performance. Qualifications:
- Master's degree in a relevant field such as Urban Planning, Public Policy, Criminology, or Social Work.
- Minimum of 10 years of experience in community development, public safety, or related fields, with at least 5 years in a leadership role.
- Passion for our organization's mission and a deep commitment to advancing racial equity and social justice through innovative community-based public safety approaches.
- Demonstrated experience in developing and implementing community-based public safety initiatives, preferably in diverse urban environments.
- Strong understanding of evidence-based practices in violence prevention, crime reduction, and community empowerment.
- Excellent project management and strategic planning skills with the ability to oversee multiple complex initiatives simultaneously.
- Outstanding communication and interpersonal skills, with the ability to build relationships across diverse stakeholder groups.
- Analytical mindset with the ability to use data to inform strategy and measure program effectiveness.
- Experience in budget management, resource allocation, and fundraising.
- Familiarity with the affordable housing sector and related policy landscape.
- Demonstrated ability to lead cultural change within organizations and communities.
