Project Access Now (PANOW) partners with community to create equitable access to whole person care and social services and to advocate for systemic change.
Our team of well-trained system navigators support community members with complex social needs, bridging the gap between the social care and health care systems. Partnering organizations—the clinics, community-based organizations, hospitals, etc.—are then able to provide their mission-based services knowing PANOW supports navigation, person-centered benefits education, and regional administrative functions minimizing duplication across partners. A win-win for clients and community-based organizations.
Position Summary/Priorities:
Project Access Now is recruiting for a President/CEO to lead PANOW in implementing its new strategic plan while navigating the ever-changing health environment in Oregon.
As President/CEO, you will be a strong advocate for healthcare access and funding from legislative bodies, partners, and healthcare funders. You will have the opportunity to lead a staff of 40+ individuals meeting the needs of thousands of low-income and underserved Oregonians needing assistance accessing health-related services with more than $16 million conveyed by the organization via flex funds and the 1115 Medicaid waiver last year. Additionally, our team of navigators supports health insurance enrollment, health insurance payment support, prescription medication access, and other types of culturally responsive navigation in collaboration with hospital systems and CCOs.
In partnership with the board of directors, the Chief Executive Officer (CEO) leads the organization in fulfilling its mission, maintaining a strong financial position, and inspiring staff to meet the community's need for health services.
Having just completed a 2025-2028 Strategic plan, the organization’s strategic priorities moving forward include:
Health and Social Service Coordination: Growing our community-based team of health navigators to coordinate health and social resources across systems, in partnership with community organizations.
Diversify Collaborations: Expanding and growing the partners, we collaborate with through sustainable, diverse, and flexible funding.
Strong Infrastructure: Strengthening the organization’s internal systems and structures to ensure a thriving, anti-racist workplace.
The President/CEO will be responsible for implementing the strategic plan with support of staff and board by developing tactics and measurable success factors that lead Project Access Now to fulfill its mission.

Principal Duties & Responsibilities
Community Development and Advocacy
- Serves as the lead ambassador for the organization and a champion of health access and equity in Oregon, communicating about PANOW and its programs in a way that is compelling and in compliance with organizational policies, procedures, and strategic goals.
- Build bridges to healthcare funding for the services PANOW provides.
- Maintains and develops a broad spectrum of individual, private sector, and government relationships at the local, regional, and state levels that lead to increased awareness of PANOW and increased partnerships and resources, improving PANOW’s reach, quality and volume of services, funding, and efficiency.
- Works collaboratively with key partners and coalitions.
- Frequent public speaker for large and small audiences.
- Participates in local, regional, and state committees, councils, advisory boards, and community groups, representing PANOW programs, positions, and constituents.
- Keeps the board, staff, and key stakeholders apprised of current legislation and healthcare industry developments that affect PANOW’s ability to fulfill its mission and raise and allocate essential resources.
Staff Leadership
- In conjunction with the VP of Finance, VP of Development and Communications, and VP of Operations, the CEO will support individual department objectives and provide guidance and support as needed to achieve organizational goals.
Financial and Administrative Management
Fundraising and Communications
- Develops and maintains relationships with public and private funding sources to position the organization well for successfully receiving funding.
- In partnership with the VP of Development and Communications, the CEO carries a portfolio of donors, serves as a strategic partner, and supports the execution of the fundraising plan.
- Ensures the development and implementation of an annual communications plan that reinforces the organization’s fundraising, program delivery, and advocacy efforts.
- Conducts an annual review of the VP of Development and Communications.
Operations Management
- In partnership with the VP of Operations, advises, counsels, and ensures staff teams operate collaboratively at a high professional level in a “best places to work” environment and fosters an organizational culture that embodies the organization’s values.
- Serves as a role model for creating a positive and engaging work environment.
- Conducts an annual review of the VP of Operations.
Board of Directors
- Provides data, information, and expertise to support the board in making strategic, governance, and policy decisions.
- Works with the board to create an organizational culture that embodies the organization’s values, promotes diversity and equity, is welcoming and inclusive to all, and ensures all board members can meaningfully participate in all board meetings and activities.
- Works with the board of directors to recruit, onboard, and maintain an active and committed group of board members.
Strategic Planning and Implementation
- Collaborates with the board of directors to regularly evaluate and revise as necessary the organization’s mission, vision, and values.
- In conjunction with the board of directors and staff, ensures there is a thoughtful process for ongoing strategic planning and environmental analysis.
- Leads the implementation, evaluation, and evolution of a strategic plan.
- In conjunction with staff, ensures that annual work plans are developed and implemented to meet the goals outlined in the strategic plan.
Qualifications
- 7+ years of relevant experience as a senior director in a nonprofit organization or government agency or a relevant field in the private sector, such as community relations.
- Ability to work effectively in a multi-cultural, diverse environment and to cultivate equity and inclusion in every aspect of the organization’s work.
- Strong fiscal management skills, including experience in developing and managing budgets over $5,000,000.
- Ability to coach, counsel, supervise, and evaluate the job performance of assigned staff in a timely, constructive, and collaborative manner.
- Substantial healthcare access/health equity work experience.
- Knowledge of the Oregon Medicaid System.
- Experience successfully cultivating individual and corporate donors.
- Advocacy experience at the local and state levels.
- Experience working effectively with a board of directors.
- Knowledge of current and potential partners and community resources.
Experience, Knowledge, and Skills Preferred
- Firsthand and/or learned knowledge of systemic oppression and an internal commitment to actively challenging and dismantling systems of oppression in a strategic manner.
- BS or BA in Public Health, Public Administration, Social Services, Education, or related field or equivalent experience; Masters Preferred.
- Exceptional verbal and written communication skills. Ability to communicate effectively with a broad range of individuals and groups.
- Excellent time management and organizational skills.
- Ability to lead strategic planning and implementation.
- General understanding of employment laws, rules, and regulations.

Working Conditions
- Must have access to transportation for travel within the Portland Metropolitan Area.
