The Gender Equality and Inclusion
Adviser will provide technical advice to ensure the institutionalisation of
gender transformative and inclusiveness, and efficacy across organization's programs implementation and management, and implementation of gender equality
policies, and systems. S/he will provide technical guidance
on gender equality and inclusiveness and women's empowerment, integrating
gender perspectives into policies and programs, and promoting
gender-transformative approaches.
Responsibilities
Ensure the design and
management of all projects are in line with the donor and Plan International inclusive
gender equality standard and policy
- Ensure the capacity building of project staff, both of partners and
Plan on gender and inclusion
- Provide input to the development of orientation and gender and
inclusion training materials for community facilitators, staff and other
partners and stakeholders;
- Ensure the integration of gender and inclusion components in the
project activities
- Contribute to project reporting, including on the production of
technical narrative analysis of gender aspects in all project.
- Ensure that all gender equality related activities have a clear
focus on addressing gender inequalities and discrimination, gender norms
and the specific needs of youth, adolescent girls and young women
- Lead in the gender equality and persons with disability policy
influencing & advocacy initiatives
- Present
and share lessons and best practices to further scaling up and reach wider
beneficiaries as well as influencing and attracting more resources;
- Provide
technical support in project cycle management in planning, implementation,
monitoring and evaluations and close-out process;
- Provide
technical support on budget planning and utilization as well as grant
management;
- Lead in the local adaptation and
implementation of gender equality and persons with disability strategy and
action plan, including engagement with all relevant partners
Provide technical guidance to the Project implementation,
performance monitoring and reporting.
- Guide projects teams both sponsorship and grants in activities
implementation through orienting on Inclusive gender equality strategies
and tools
- Work
closely with the MERL Manager to ensure that all project plans are complete
with outcome-level monitoring and evaluation plans with Inclusive gender
equality lenses;
- Integrate
sustainability plans, gender sensitivity and capacity building into all project
activities as appropriate.
- Draft and/or review scopes of work to hire and manage gender equality
technical consultants, including review for technical capacities and contract
budgets
- Play an active role in organisation wide
reviews of strategy and operational plans, and organisational learning
processes, bringing gender and inclusion perspectives to the fore.
- Advise teams through practical
suggestions and guidance on incorporating gender-sensitive and inclusive
approaches into research, programme design and concept development.
- Provide technical support for
gender-related programme implementation as required, including through the
delivery of training and capacity building for teams and partners,
- Advise on the integration of gender into
organisational systems, processes and practice including finance, human
resources, partnerships and monitoring, evaluation and learning.
Ensure
all projects are Gender Transformative and interventions are reported against Gender
marker.
- Ensure organization's gender
transformative and inclusive approach is imbedded in all project cycle and that
we generate and use learning.
- Ensure the all projects utilizes key
accountability tools and processes (e.g. the Gender Score Card, Gender
Marker) to ensure that the organization tracks and is accountable for gender equality
and women’s empowerment;
- Ensure that a gender equality and inclusion
lens is applied to all capacity development modules and project resources.
- Promote power and youth leadership, particularly girls, to shift norms
and behaviours as critical drivers of systemic change and create lasting
change.
- Ensure that gender
transformative change outcome is reflected in all project documents.
Provide
technical support in the Resource Mobilisation initiatives:
·Provide technical support in the development
of high-quality concept notes and proposals for funding.
·Effective linkage and relationship
established and maintained with National Offices, internal and external donors
and development partners through fast and speedy communication as well as
seeking of new opportunities in liaison with the Business Development Unit.
·Good relationship established with new/
existing proposed partners for upcoming resource mobilization opportunities.
Maintain and Strengthen Strategic Partnership Development, Networking and Advocacy:
- Identify
key implementing and strategic partners working in the field of gender equality
and inclusion with whom we can work to leverage meeting its CSP objectives
- Effective
linkage with the government’s relevant departments and ministries and strategic
networks and technical committees are established and maintained to influence
the agenda
- Represent organizationin various forums (meetings, conferences, etc.) and
during partner and donor representative in-country visits related to gender
equality and inclusion;
- Strategic
representation of the organization in relevant platforms, networks, and technical
groups to raise the profile of the organization
- Networking and advocacy to address
gender inequality and gender-based violence, including internal and
external advocacy and collaboration for gender-sensitive and
transformative response design and implementation
- Represent organization in
relevant humanitarian coordination platforms, including within the cluster
system, working groups and gender and inclusion networks
- Support communications and advocacy
teams to develop advocacy messages and ensure all communications are
gender-sensitive
- Support the identification and
development of strategic partnerships with women’s rights, girls’ rights,
gender equality and disability rights organizations with support from the partnership
section
- Support sector-specific colleagues to
advocate in clusters and other forums to identify and address gaps related
to gender equality and SGBV, with an intersectional lens
Strategic Advice
in Promoting Women’s Rights and Gender Equality in the Country:
- Provide
analysis and strategic advice on current gender issues and opportunities
to support inclusive engagement of women in the development and
humanitarian assistance including through preparation of regular
analytical briefs;
- Identify and advise on entry points
for new initiatives to strengthen national and local capacities for gender
equality and to support the advancement of women’s empowerment and gender
equality in the country
- Advise and support the organization in forging
strategic partnerships at the national and local level to promote gender
equality, women’s advancement and women’s representation.
- Lead
all gender equality advocacy agendas, including advocacy and internal and
external representation including meeting with partners, government, donor
and initiatives on community-based interventions
- Develop gender
strategy and gender action plan for project roll out
Requirements
Knowledge and Experience
·Master’s degree or equivalent
in gender, women’s studies, social sciences, international development,
international relations or other development-related fields.
A minimum of 7 years of
progressively responsible experience in development, focused on providing
policy advice, technical assistance and/or programming around gender equality,
women’s empowerment and women’s rights issues; part of which should include
previous field experience with international development organization;
·Experience
in the development of Gender
Transformative programs
and projects, including translating design into solid implementation with sound
results;
·Experience
in planning and facilitating training/workshops on Child Protection and Safeguarding
·Experience
in writing/ contributing significantly to successful grant proposals;
·Understanding
the application of rights-based approaches in both development and humanitarian
·This
position requires high computer literacy with full knowledge of office
applications.
·Experience
in Civil society strengthening and engagement
·Experience of integration of gender into organisational management
processes and systems, such as finance, human resources, governance and MERL.
·Extensive experience in
designing and implementing gender equality programming, with demonstrated experience
in using an intersectional approach
·Experience in developing
guidelines, tools and SoPs for integrating gender equality considerations
across different sectoral programs (Child Protection, WASH, Nutrition, ASRH,
SOYEE)
·Demonstrated gender responsive
and intersectional program design, implementation, monitoring and evaluation
skills
·Significant experience in
gender equality and SGBV training, and capacity building.
·Commitment to comply with organization's policies and practice with respect to child safeguarding, PSEA,
code of conduct, equal opportunities and other relevant policies and
procedures.
·Demonstrated ability to
manage and prioritize competing priorities across multiple complex contexts
·Ability
to multitask and work under pressure with minimal supervision
·Ability to technically support in the design of Gender program and
implementation including monitoring and evaluation.
