What will you be doing in your role?
- Operate as an expert in programmatic policy, including current knowledge of ORR-eligible populations and programs, ORR Policy Letters (PL) and Dear Colleague Letters (DCL), the CFR, the TXOR State Plan, compliance and reporting requirements, funding structures, and national trends.
- Review all new and updated ORR PLs and DCLs to interpret their application for relevant TXOR programs and subgrantee partners through the development and dissemination of TXOR Partner Memos and Frequently Asked Question (FAQ) Addendums.
- Review all opportunities for ORR policy waivers that may benefit TXOR subgrantees and their clients, to evaluate whether they should be implemented in Texas and draft waiver requests for submission to ORR.
- Develop and update TXOR guidance, based on an informed interpretation of ORR policies and the Code of Federal Regulation (CFR).
- Propose and draft recommended content changes to the TXOR Texas Refugee Program Manual on an annual basis, which functions as the foundation for all programmatic implementation requirements for subgrantee agencies.
- Develop and facilitate trainings for significant policy updates to TXOR staff and subgrantee partners, including partner memos and TXRP Manual updates.
- Develop and maintain relationships with key advocates and leaders in the refugee resettlement space to inform advocacy efforts by the State Refugee Coordinator at the state and federal level.
- Maintain a current and in-depth understanding of pending and active state/federal legislation that may impact ORR-eligible populations.
- Track all relevant state and federal legislation and educate TXOR teams accordingly.
- Create and manage systems for tracking key issues and the development of new legislation to provide actionable insights for TXOR to mitigate the risk thereof or build opportunities around.
- Draft testimony and position papers on state and federal policy issues as required.
- Prepare and maintain information resources, briefing papers, and updates on legislative and public policy issues.
- Elevate the role of TXOR as a forward-thinking thought leader in U.S. refugee services, by consistently raising awareness of policy-based trends across the nation and, especially, in Texas.
Are you the next TXOR Policy Analyst?
- Bachelor’s Degree required, preferably in policy or research-based specialty.
- Minimum 5 years of experience working in policy analysis or government affairs, preferred.
- Familiarity with refugee populations and programs
- Ability to travel to quarterly in-person TXOR meetings across the state.
- Excellent communication skills, both verbal and in writing, with the ability to speak to diverse audiences.
- Experienced with complex technical regulations and procedures and analyze complex situations.
- Ability to use a personal computer and utilize various computer applications.
- Demonstrated ability to prioritize and perform multiple tasks in the same timeframe, handle interruptions appropriately, and complete work within deadlines.
